PIAA seeks printer input on FTAs

The research will form the basis of representations to Government on whether the proposed agreements with China and Malaysia are in the best interests of the Australian printing industry.

Australia currently has Free Trade Agreements with New Zealand, Thailand and Singapore, while one with the USA will come into force on January 1 2005.

Research so far has identified a $60m trade deficit exists with China and more than a $6m trade deficit with Malaysia.

The PIAA believes that such an agreement with China would make it harder for Australian printers to compete in printing books; brochures and leaflets; journals and periodicals appearing less than four times a week; children’s books; maps, charts and plans; greeting cards; and calendars. Meanwhile, a Malaysian agreement could affect books; brochures and leaflets; and maps and charts.

Philip Andersen, PIAA national director, says that it could be argued the overall economic impact of free trade agreements would be beneficial to the Australian economy generally, however it was likely some sectors may be worse off.

“The Australian Government’s own economic modelling for the USA agreement showed a marginal negative impact on the paper, paper products, printing and publishing industry despite an expected positive impact overall for the Australian economy,” he says.

“That’s why it’s important to get industry feedback early from companies that may be affected. We must ensure government is fully aware of the effects and costs to its own industries before it begins negotiations on these agreements.”

The PIAA has drafted a series of questions on the potential impact to the industry and has made background material available to assist companies in their deliberations, which are available on the PIAA website.
